Larry Stevens, PE, PWLF
Pavement Task Lead
Municipal Services Manager – Governmental Services

Larry has enjoyed a long and distinguished career in municipal engineering and has provided key services to our clients since joining HR Green in 2009.
Prior to that, his robust background included roles as Assistant City Engineer, City Engineer, and Public Works Director for various communities. He has also served in multiple leadership roles, including the National President and the Region VI Director of the American Public Works Association (APWA).
In addition to his public works experience, Larry has also participated in extensive research on subjects relevant to the infrastructure needs of municipalities, including roadway subgrades and subbases, utility cut repair techniques, and the design of rural and urban subdivisions. He also served on the Iowa Highway Research Board and as Director of the Iowa Statewide Urban Design and Specifications Program (SUDAS). Larry led research to develop guidelines for designing subgrades and subbases for long-lasting pavements and was instrumental in developing guidelines to increase the expected life of pavements from 35 to 50 years.
Larry’s experience helps him lead pavement management studies in numerous communities nationwide. Those studies utilize current distress data and pavement management software to assess existing pavement conditions, create performance and budget-based scenarios, develop pavement performance goals, recommend reconstruction and rehabilitation strategies and costs, and develop multi-year capital improvement plans.

Tim Cutsforth
Group Leader – Governmental Services
EDUCATION: BA, Business Administration

Tim has an extensive background in planning, design, and construction administration.
As a project manager, he has experience coordinating and preparing designs, specifications, and cost estimates, managing and monitoring construction activities, and reviewing and composing engineering and legal documents. He has also been involved with Pavement Management for nearly 30 years, helping create comprehensive reports to assist staff in improving their road network’s overall Pavement Condition Index.
Tim’s strong knowledge of municipal engineering enables him to work closely with his public clients to achieve their goals and initiatives. Tim has advised, consulted, and assisted city councils and other municipality staff in implementing improvements within their community. He has successfully and efficiently provided concept planning, design, and construction administration services.

Allen Peterson
Municipal Services Manager – Governmental Services

Allen possesses 35+ years of construction management and inspection experience, including serving in a division management role for various public agencies at the county and city levels.
In various positions, he’s been responsible for managing maintenance operations and infrastructure management of paved and gravel roadways, sidewalks, curbs and gutters, pavement markings, pedestrian ramps, rights-of-way, and other assets.
He has overseen the successful completion of street and drainage rehabilitation projects to verify that quality standards and all local, state, and federal mandates were achieved. He has developed annual budgets for street and bridge maintenance, forecasted funds needed for staffing, equipment, materials, and supplies, monitored and approved expenditures, and implemented adjustments.

Monika Kazmierski, MEERM
Management Analyst – Governmental Services

Monika has more than five years of experience as a data and management analyst, with more than four years of experience with local governments.
She serves on the American Public Works Association Asset Management Committee’s Knowledge Team. She has provided innovative approaches to track and improve department functions, developed and managed communication programs related to policies and procedures, and assisted local governments with daily operations and maintenance of assets, including pavement management.
She has helped municipalities create master pavement management plans to address anticipated asset demands and needs. In addition, she has experience working with pavement management software, including StreetSaver, and has an administration background in Cartegraph.

Caleb Jansen, EIT
Staff Engineer – Governmental Services

Caleb Jansen has multiple years of experience working on designs for various engineering projects.
He has worked with many different teams of engineers to produce infrastructure plans for a wide array of public projects, from arterial road reconstructions to trail construction projects. Additionally, Caleb has also worked on the production of Pavement Management Plans.
He has been involved with the analysis of existing street networks and the processing of roadway condition data. Following the analysis, he has worked on creating Capital Improvement Plans to help municipalities make informed pavement treatment decisions. Caleb has experience with dTIMS infrastructure management software and Esri ArcGIS.
